Vienna focuses on humanity and practicality: the new government program 2025
On Tuesday, June 10, 2025, Mayor Michael Ludwig (SPÖ) and Deputy Mayor Bettina Emmerling (NEOS) presented the new Viennese government program under the title “Upswing Coalition”. In the area of integration and immigration in particular, the City of Vienna is sending a clear signal for modern, open coexistence.
Vienna as a city of immigration with a heart
Vienna continues to see itself as a modern European city of immigration and pursues a practical, people-centered approach to integration. The aim is to offer all new arrivals fair opportunities and at the same time strengthen the diversity of the city’s society.
- Expand existing integration projects
A core element of the program is the strengthening of proven formats. Successful initiatives such as the Community Communicators*are not only continued, but also developed further. Our own colleagues from the Hoher Markt team, who look after the Indian, Romanian and Greek communities in Vienna, are also among these valuable practical partners.
- Putting positive role models in the spotlight
Another focus is to make positive role models visible – people who build bridges through their commitment and inspire others to become actively involved in our society. The aim is to join forces to tell their stories and honor their achievements.
- Demands on the federal government
In order to support the objectives at state level, Vienna is making clear demands of the federal government:
- Compliance with the 15a agreement on basic services
- Introduction of a residence obligation for asylum seekers and beneficiaries of subsidiary protection
- Standardized data transfer in order to manage school placement and integration planning more efficiently
These measures are intended not only to reduce bureaucratic hurdles, but also to bring about direct improvements in people’s everyday lives.
Integration and immigration – The best education for the best future
With the new government agreement 2025 “Recovery Coalition”, Vienna is underpinning its claim to see integration as a central task and to actively shape it.
