The new Migrant Integration Policy Index (MIPEX) shows: There was only minimal progress in the EU between 2019 and 2023 (+0.8 points). Despite the pandemic and the war in Ukraine, which highlighted the contribution of migrants, integration policy has largely failed to adapt – especially in terms of political participation.

Austria achieved 47 out of 100 points (+1 since 2019) and is therefore below the EU (49), OECD (56) and EU-14 average (63). Improvements were only made in the area of education (interpreting services, information systems). There are still major hurdles in family reunification (36), citizenship (13) and political participation (20).

The frontrunners are Sweden (86), Finland (85) and Portugal (81) with comprehensive integration models. In contrast, according to MIPEX, Austria only pursues “temporary integration” – rights are available, but without long-term security.

Reforms in Spain (stronger anti-discrimination laws) and Germany (dual citizenship, shortened naturalization period) are viewed positively. However, a tightening of citizenship or family reunification could make integration even more difficult.
